U.S. National Support Elements

Commander, Navy Region Europe, Africa, Central (CNREURAFCENT) executes two fundamental lines of effort in support of U.S. service members and their families completing assignments with the North Atlantic Treaty Organization (NATO) in Europe:

1. Administrative Agent (AA) support is the delivery of Force and Family Readiness programs (i.e. housing, MWR, medical/dental, dependent education) to all U.S. service members (regardless of branch) assigned to an international military organization (i.e. NATO) in a specific geographic location. U.S. Navy is designated by DoD as AA for Portugal, Spain, southern Italy, Toulon France, Riga Latvia and Tallinn Estonia.* U.S. Navy supports nearly 550 NATO Soldiers, Sailors, Airmen and Marines and more than 1,000 family members as AA.

2. U.S. Navy-specific administrative support is the facilitation of service-unique support programs and processes such as physical readiness testing, urinalysis, pay and personnel matters, PCS travel claim liquidation and performance evaluations/fitness reports. U.S. Navy provides service-specific support to more than 350 Sailors at 30 locations across Europe, including those stationed in areas where U.S. Army or U.S. Air Force is designated by DoD as AA.

* Other countries/cities/NATO duty stations in Europe are designated as U.S. Army or U.S. Air Force AA locations.

CNREURAFSWA utilizes four U.S. National Support Elements (USNSE), one U.S. Naval Air Station, and one Navy Element (NE) to facilitate these lines of effort. Navy-led USNSEs are located in Naples Italy, Lisbon Portugal, Madrid Spain, and Valencia Spain. The U.S. Naval Air Station is located in Sigonella, Italy. The Navy Element is located at SHAPE Headquarters in Mons, Belgium.

There is a reasonable probability that duty with a NATO unit will occur in a remote location where convenient access to traditional U.S. military support facilities (i.e. medical, finance center, family services, commissary, exchange, child care) is limited. Your assigned USNSE is the primary point of contact for information regarding coordination of these services, as well as offering assistance with other issues that may arise during your assignment. Sailors assigned to NATO units in areas where Navy is not designated as AA will receive support from U.S. Army or U.S. Air Force depending on location.

A designated USNSE or NE will also provide Navy service-specific support for all programs, policies and resources unique to the U.S. Navy. The USNSE or NE is determined by location and UIC. All U.S. Navy Sailors assigned to NATO, regardless of location, are aligned to a specific USNSE or NE for service-related support.
