NAVSUPPACT NAPLES VISITOR CONTROL CENTER (PASS AND ID)
 

Visitor Control Center (VCC) is located at the main gate of Navsuppact (NSA) Support Site (Bldg. 2060A), and the main gate of NSA Capodichino (Bldg. 487).  VCC is responsible for Defense Biometrics Identification System (DBIDS) registration, and issuing temporary passes to personnel and vehicles.  Normal hours of operation at NSA Support Site are
Monday-Friday, 0700-2100 and Saturday 0730-2100 at NSA Capodichino, Monday-Friday, 0700-1600.  Contractor and official passes are issued from 0700-1700 at NSA Support Site and 0700-1600 at NSA Capodichino.  Telephone inquiries may be made by dialing DSN 314-626-4955 or 081-568-4955 for Capodichino and 629-4264 or comm 081-811-4264 for Support Site.

What is DBIDS?
Defense Biometric Identification System (DBIDS) is an integrated Identity Management and Force Protection system developed and operated by the Department of Defense.  DBIDS provides installations with a secure solution to register, manage and control personnel at pertinent levels of physical access.
DBIDS Registration
SECNAV FORM 5512.1 
DBIDS registration is required for all U.S. military personnel, U.S. military visitors, and U.S. military family members who need to access NSA Naples.  All visitors must be registered into DBIDS upon their arrival to NSA Naples.  Please be sure to bring a copy of current orders, TAD orders or letter of employment for registration and pass issuance.
Local National Employees and contractors must submit SECNAV Form 5512.1 to the VCC office and must be approved by the Security Officer prior to issuance of DBIDS credentials.
DBIDS Registration Hours: Monday-Friday 0700-1700 at Support Site and 0700-1600 on Capodichino.

 

Guest Pass Policy

All sponsors must be registered in DBIDS in order to escort guests.  Guests must be escorted and supervised at all times (with the exception of House Guest Passes). Sponsors are responsible for their guest's actions while onboard the installation. Sponsors are responsible for their guest's actions while onboard the installation.

Proper Identification for DBIDS registration

U.S. Citizens (one of the following is REQUIRED)
  1. Social Security Number
  2. Taxpayer ID
  3. Certificate of Naturalization
  4.  Passport
Italian Nationals (one of the following is REQUIRED)
  1. Carta D’Identita
  2. Passport
  3. Driver’s License
All Other Nationalities (Including U.S. Citizens)
  1. Passport with a valid visa/landing permission
  2. Resident Card with a valid visa and landing permission.
Note: Guests who are processing Visa (pending status) are not authorized to enter base.
 

Violation Policy

Unescorted Guests.  If “Escort Required” guests are found unescorted, for the first violation, the sponsor’s escorting privileges for all passes will be suspended for 14-days and a second violation will result in a 30-day suspension.  A third violation may result in permanent loss of sponsoring privileges. 
Over Stay.  If guests are found on the installation beyond the time allocated for their pass, the sponsor’s escorting privileges for all passes will be suspended for 14-days and a second violation will result in a 30-day suspension.  A third violation may result in permanent loss of sponsoring privileges.
Trespasser.  If personnel enter the installation without proper authorization, the violator will be escorted off the installation by U.S. Naval Security Force members.  If a sponsor is involved, their escorting privileges will be revoked immediately and installation access for the guest will be suspended until further notice.
Mutilated or Tampered Passes.  Any passes issued by the VCC are prohibited from being mutilated or tampered with.  The sponsor’s escorting privileges will be revoked immediately and installation access for the guest will be suspended until further notice.
Personnel who attempt or admit to attempting to maliciously circumvent the escort privileges to include the maximum number of guests allotted, will have their escort privileges suspended for 30 days.  All current passes under the sponsor will be terminated.  Additionally, sponsoring commands will be notified of further administrative or legal actions.

Guests for U.S. military personnel including retirees and reservists, U.S. DoD civilian employees, U.S. Navy contractors, NATO Command personnel, U.S. Embassy personnel and their family members.  All one-day personal guests are allowed to be escorted 24 hours a day and passes issued are only valid for 24 hours from the time of issuance or for the duration of visit whichever is sooner.
 
  • Officers, enlisted personnel in all pay grades, U.S. DoD civilian employees, U.S. Navy contractors may escort guests onto NAVSUPPACT Naples and its satellites. by obtaining a one-day guest pass. Sponsors will meet and constantly escort their guests, onto and off the installation.  Local National Contractors and Employees with sponsorship privileges may escort personnel for work related purposes only.

Officers, enlisted personnel in all pay grades, U.S. DoD civilian employees, U.S. Navy contractors and their spouses, in all grades, may obtain a multi-day guest pass for visiting family and friends.  A sponsor can receive an multi-day pass for Off Base Housing, Base Housing, and the Navy Lodge or NGIS.
Family Member Guest Privileges. Spouses may act as guests' sponsor and will retain the same guest privileges as their sponsor (same as One-Day Passes). 
  • Sponsor MUST be attached to NAVSUPPACT Naples or it’s tenant commands, When guests are staying in government housing for more than 72 hours, a multi-day guest pass is required in accordance with NAVSUPPACTNAPLESINST 5512.5J. Sponsor escorting guests staying at the Navy Lodge or NGIS must present a valid payment receipt in order to obtain an overnight guest pass.  Sponsors must provide proof of guests return flight and valid passport and VISA if required. 
All sponsors will be limited to 90 days of overnights and are not permitted to reside in the barracks.  House Guest Request may be obtained at the VCC during normal working hours

All vehicles will be registered into DBIDS. 
VCC may issue a 30-day pass to Local National employees or contractors.   All vehicles must have current registration requirements as per NAVSUPPACTNAPLESINST 11200.2A.
 
Long-Term Parking

Long-Term Parking (LTP) exceeding 96 hours up to 14 days is allowed when approved by the NSA Naples VCC via NSA Naples request form 5560/5.  Once approved, LTP is allowed only in the west Parking Garage, Building 430 at NSA Capodichino.  Once the LTP area of 275 spots is full at Capodichino, no more LTP requests will be approved and personnel requesting LTP will be required to park their vehicles on NSA Support Site.  LTP requests greater than 15 days will be forwarded to the Security Officer for review and final approval.  The vehicles will be allowed to park in the parking area adjacent to the Security building.  LTP is authorized for personnel (U.S. Military, Civil Service employees, and U.S. contractors) attached to NSA Naples and associated tenant commands by reason of Temporary Additional Duty/Temporary Duty (TAD/TDY).  U.S. Military and Civilians assigned to Joint Forces Command Naples (JFC) will also be extended to privilege of LTP at NSA Capodichino or NSA Support Site.  Local National Employees of NSA Naples and associated tenant commands may only be authorized for TAD/TDY.

Activities desiring base access for individuals or groups making official or courtesy calls who normally do not have base access, will notify the VCC office via email requesting base access letter template.  Once the template is complete and the following information is provided: proof of completed background check, names, date of birth, nationality of the individuals visiting, purpose of the visit, time and date of arrival and anticipated departure, vehicle description, license plate number, name, grade and telephone number and email of the person requesting the letter.  A base access letter will be submitted from the VCC to the Security Officer for approval and signature.  Proof of favorable background check and copy of guest’s ID cards must be submitted along with base access request.
