Wherever you are in the pre-employment process, Human resources Office (HRO), your new supervisor, and sponsor are here to make your transition as easy and enjoyable as possible. If you have not been assigned a sponsor, please contact your point of contact (POC) for information or you can contact command administration.
Your sponsor should be arranging your pick up from the airport and assisting with lodging arrangements prior to your arrival. Once you arrive in Naples, your sponsor will help you get settled into your lodging and assist you with any additional needs. Please discuss any questions and/or concerns with your sponsor so you are aware of expectations of the upcoming days.
Report to the HRO located on Capodichino for in processing and position information. They will also provide information on Area Orientation (AO) dates and times. AO is a four day introduction to life in Naples will cover a spectrum of information about the area and unique challenges to living in Naples and abroad in general.

Shipping your motor vehicle:
If you are shipping your personal vehicle, you will need several documents such as proof of ownership and lien authorization letter (if applicable). You will receive you NATO driver’s license at Area Orientation after you arrive in Naples. Car insurance is typically provided through USAA or GEICO.
Temporary Quarters Subsistence Allowance (TQSA)
Civilian employees may receive Temporary Quarters Subsistence Allowance (TQSA) for up to 90 days after arriving in the overseas area or new permanent duty station. Expenses for temporary lodging will be reimbursed, but prepare to be out of pocket for approximately 3,000-10,000 euro while waiting for reimbursement. Temporary lodging is located on Naval Support Site Gricignano and payment is due every 10 days. If you have pets, please contact lodging and local hotel for their pet policy.
If you are staying on the local economy, the hotel determines when payment is due. Rates can vary from 70 euro to 200 euro per night depending on your needs. If you are staying off base, be sure to inquire about the hotel’s shuttle schedule or local public transportation.
You are required to keep all receipts from food expenses and turn them into HR every 30 days for reimbursement.
The support site is approximately 30 minutes away from Capodichino. Shuttle buses run between the two locations multiple times a day. The NEX, commissary, schools, sports, and recreation facilities are located on the Support Site.

Benefits Enrollment
Enrollment and eligibility forms should be submitted at orientation to your HR Specialist in HRO within the first 30-60 days of employment, during open season or after certain family or life events. Most Employee Benefits can be accessed through Employment Benefits Information System (EBIS).
Employment Benefits Information System (EBIS)
The Employment Benefits Information System (EBIS) is an automated, secure, self-service Web application that allows employees to make health insurance, life insurance, and Thrift Savings Plan contribution elections, review general and personal benefits information, and calculates retirement estimates. In 2012 to protect personally identifiable information, employees can only access EBIS from a .mil, .edu or .gov environment and using their DoD Common Access Card (CAC). Problems with accessing EBIS can be sent to donchrportal@navy.mil.
The Navy also offers a second tool to assist employees to make elections and request information.

Tricare Overseas Program (TOP)
Tricare Information can be received by calling the Tricare Central Appointment Line and choosing the correct prompt. The Tricare Office is located on the ground floor of the U.S. Naval Hospital Located on Naval Support Site Griciagno. The referral department has a list of approved Host Nation Hospitals for care.

Living Quarters Allowance (LQA)
This is a tax-free allowance to cover substantially all average allowable costs for suitable, adequate living quarters, including utilities. It is used as an incentive for U.S. citizen civilian employees, living in the U.S., to accept federal employment in a foreign area. This is not an entitlement or automatic salary supplement.
Transportation
For getting around town, find information on the metro lines, local trams, regional buses and the Alibus on www.anm.it. Many employees commute to work by car, as Capodichino is only accessible via the Alibus. The Tangenziale toll is .95 euro and can be paid via cash, credit card, or Telepass. Ample parking is provided through lots and garages on both Capodichino and Naval Support Site.
Housing Office
For civilians, there is an option to live on base if housing is available. LQA may be provided if you choose to live off base on the local economy. A list of local realtors will be provided at the Area Orientation.

Pets
The Navy Lodge has a limited amount of pet-friendly accommodations available, so contact your sponsor to reserve in advance. Each country has different requirements for bringing your pet with you. A health certificate issued by a U.S. Department of Agriculture (USDA) accredited veterinarian 10 days prior to departure, current rabies vaccine and a proper ISO micro-chip are the common requirements.

Pets are allowed on military flights. There is an excess baggage fee and only a limited number of dogs are allowed on each flight. Consult the specific airline when flying commercial to ensure your pet is traveling in the proper carrier and is complaint under their regulations.

Schools & Education
Families can choose to have their children attend the Department of Defense Education Activity (DoDEA) schools on the installation or a school in the local economy.
