General Counsel

The Office of General Counsel (OGC) is part of the Office of General Counsel, Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA); Commander, Navy Installations Command (CNIC); and the General Counsel of the Department of the Navy.

OGC is responsible for providing a broad range of legal advice, services, and counsel to the Commander, Naval Activities Spain (COMNAVACTS), to the Commanding Officer, Naval Station Rota (NAVSTAROTA), to the Regional Commander, and to their respective Departments as they provide shore installation management services. OGC serves as the principal legal advisor to COMNAVACTS and NAVSTAROTA and their diverse clients in the areas of acquisition law, business and commercial law, government contract law, installation law, international transactions law, real and personal property law, fiscal law, civilian personnel and labor law, including Spanish labor law, as well as environmental law. 

OGC supports mission readiness by providing effective legal review, advice, advocacy, and representational services. OGC's legal services assist the Regional Commander, COMNAVACTS, and NAVSTAROTA, and their respective staffs accomplish mission in compliance with applicable laws, regulations, policies, and procedures.
