Transaction Service Center (formerly known as PSD) Naples is the Navy's Retentions Center of Excellence (COE) responsible for processing all Reenlistments and Extensions. TSC Naples also provides Personnel and Pay (PAYPERS) support to active duty personnel assigned or deployed to the Europe, Africa, and Central (EURAFCENT) regional area commands via Regional Support Center (RSC) Naples. Issuance / Reissuance: All ID Cards and DEERS/RAPIDS updates are by appointment; visit https://idco.dmdc.osd.mil/idco/. Walk-ins are accepted from 0800-0900 and are only for CAC unlocks, e-mail updates, and lost/stolen CACs.
-The Italian Ministry of the Interior controls the Sojourner’s Permit Program. Sojourner’s permits are processed and issued by Italian immigration offices. The Sojourner’s Permit is an Italian government document that grants legal permission to temporarily reside in Italy. The permit is different from the Mission visa, which is only an entry approval document for Italy. Once you receive the permit, it replaces the Mission visa. If you arrive in Italy without a valid Mission visa, you cannot apply for a Sojourner’s Permit.
-Active duty military DO NOT NEED a Sojourner’s Permit. Upon arrival in Italy, as soon as possible, all military dependents, DoW civilians and contractors, and their dependents (other than EU Citizens) must apply for a Sojourner’s Permit. This includes all children, all DoW civilians, NAF employees, DoW contractors, Red Cross employees, NFCU and USO employees.
-Sojourner Permit applications may be submitted either during Area Orientation or at RLSO EURAFCENT Legal Assistance Office, NSA Naples Capodichino, Admin II, Room 1074. Only Navy, Marine Corps and Civilians/Contractors can apply for the Sojourner's permit with RLSO EURAFCENT. Army and Air Force personnel apply at JFC.

The Safety Department is located in Admin III of the Capodichino Base. They provide safety measures for driving, outdoor activities, and private/social group events.

MVRO is located in the Building 2074 on the Gricignano Support Site base and in building 450 on the Capodichino base. They will issue your license. They also inspect and register your motor vehicle.
