How do you get a Country Clearance to work in Spain?

The most important things you need to know when applying for a Country Clearance, requests must be accurate and they must be submitted on time.  Request that contain errors, omissions, or are not received in a timely will not be considered.  There are no exceptions.
First, determine what type of request you will need. 

  1. Are you?
    a.  A contractor? You will require a Country Clearance.  (30-day lead time)
    b.  A contractor or employee of a non-profit organization who will be here longer than 90 days? You
         will require a Country Clearance and a Designation letter.  (60-day lead time)
    c.  A third country national? You will require a country clearance.  (30-day lead time)

  2. Do you have civilian liability insurance?  You must have this insurance to get a Country Clearance.
    a.  Yes.
    b.  No.
    c.  Maybe

  3. Do you have a completed Country Clearance Request?
    a.  Yes
    b.  No

  4. Has the signed Country Clearance request been forwarded to your Rota point of contact (POC)?
                        E-MAILS LARGER THAN 5 MB COULD BE BLOCKED!
    a.  Yes
    b.  No

  5. Has your Rota POC forwarded your request to ODC?
    a.  Yes
    b.  No

  6. Did you meet the required time tables?
    a.  Yes
    b.  No

  7. Have you made your off-base hotel reservations?  This is especially important if you will be here during the summer.

    b.  No

If you answered “Yes” to questions two though seven, congratulations!  You have done everything that isrequired of you to receive your Country Clearance Request.

Q1 - What is a contractor?
A1 - A contractor (referred to as “tech reps”) who will be in Spain for less than 90 days out of a
180 day period, whether consecutive or cumulative, in the execution of a contract with the U.S. forces.
Q2 - What is a contractor or employee of a non-profit organization?
A2 - Contractors or employees of non-profit organizations who will be in Spain for more than 90 days out of a 180 day period, whether consecutive or cumulative, in the execution of a contract with the U.S. forces.
Q3 - What is a third country national?
A3 - A third country national is any citizen of a country other than Spain or the United States who will be traveling to Spain under DoD sponsorship including crew members on board U.S. military and DoD chartered aircraft as well as embarked foreign nationals on U.S. ships.
Q4 - What is civilian liability insurance?
A4 - This insurance must be issued by a company authorized to conduct this type of business in Spain and may not contain any deductible or similar limitation. The minimum required insurance is:                           
    1.  Personnel Liability (Per Injured Party) - 90,151.82 Euros                                                           
    2.  Property Damage (Per Occurrence) - 60,101.21 Euros                                                            
    3.  Security Deposit (Judiciary Bond to cover court expenses) - 6,010.12 Euros                           
    4.  Maximum Total (Per Occurrence) - 601,012.10 Euros
Q5 - Where can I get civilian liability insurance?
A5 - The Insurance Data Sheet below has a list of civilian liability insurance companies.
Q6 - What are the required lead times I must meet?
A6 - These times are for COMPLETED packages.  Always be sure to include an extra day or two to be safe. 
        Initial processing for tthose requiring designation letters is 60 days.       
        Processing for those only requiring a country clearance is 30 days.
Q7 - Can I stay on base?
A7 - No. Anyone who requires a country clearance cannot use on-base U.S. billeting facilities. They must billet off-base per the Spanish Government requirement.
