CMDCM Powars is a native of Miami, Fl. After graduating from Langley High School in McLean VA he enlisted in the Navy as a Nuclear Electronics Technician in 1993. He served onboard the USS Nebraska for 8 deterrent patrols before transferring to Pearl Harbor. After selection to Chief Petty Officer in 2003 he transitioned from active duty to the reserves. He was promoted to master chief in 2014 and selected as a command
master chief in 2016.
His reserve tours have been as LCPO of the Non Prior Service Unit at NRC Pearl Harbor, LCPO at COMSUBPAC PACSUBFOROPS DET B, Dept LCPO at SURGEMAIN DET Pearl Harbor, Senior Enlisted Leader at OPNAV SITE R, Senior Enlisted Leader for SFRC Undersea Warfare Operations, Command Master Chief of the Submarine Force Reserve Component, Command Master Chief of Maritime Security Squadron Ten, Command Master Chief of NR LCSRON 2, and the Surface Forces Atlantic Reserve Enterprise Command Master Chief. He is currently serving as the Command
Master Chief of Camp Lemonnier, Djibouti.
In 2012 he served on a one year IA as the J6 and Navy Senior Enlisted Leader in Kunar, Afghanistan at FOB Wright. On active duty he was the VCNO Sailor of the Year in 2002.
His decorations include 3 Meritorious Service Medals, 2 Naval Commendation Medals, the Navy Meritorious Unit Award, Army Meritorious Unit Award and others. He is a graduate of the Naval War College Senior Enlisted Academy and Command Master Chief Course, the Naval Post Graduate School's Naval Senior Leader Seminar, the NAVSEA Commanders Development Leadership Program, NAVSUP's Advanced Management Program, NECC's Command Triad Course, Navy's Senior Leader Legal Course and CNICs Senior Shore Leadership Command Course. CMDCM Powars has a
BSAST in Technical Studies, an AAST in Nuclear Engineering Technology, and has completed DAWIA Level III certification in Production Quality Management and Life Cycle Logistics.
