Ms. Marjorie E. Lutz

Ms. Lutz has been the Executive Director for Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) since September 2017. In this capacity, she serves as the senior civilian and principal advisor to the Commander responsible for policy, strategy, governance, and business management across the Region’s eight lines of operation. She leads efforts in future year defense planning, resource programming, and investment strategy to ensure the effective delivery of shore-based capability to the fleet, joint, and allied forces across CNREURAFSWA.

Prior to joining CNREURAFSWA, Ms. Lutz served within the Office of the Secretary of Defense for Policy as a Country Director, Senior Policy Advisor, and Special Assistant to the Assistant Secretary of Defense for International Security Affairs. She was responsible for developing international security strategies and policies of defense interest that relate to the nations and international organizations of Russia, Ukraine, and Eurasia. She focused specifically on U.S. defense policy in Ukraine, serving as the Senior Policy Advisor for the U.S. Senior Defense Advisor to Ukraine, as well as the Country Director for Ukraine security assistance policy.

From July 2011 to July 2015, Ms. Lutz was the Program Manager of the Navy Installation Emergency Management Program. She was responsible for providing policy, strategy, oversight, and business management of the program at 11 Regions and 70 Installations worldwide. She directed the operations of four major divisions, including Emergency Management Planning and Preparedness; Chemical, Biological, Radiological, and Nuclear (CBRN) and Weapons of Mass Destruction (WMD) defense; Emergency Operations Centers; and Emergency Dispatch. She led a staff of 20 civilian, military, and contractor personnel, managing a $65 million annual budget, and overseeing a global workforce of over 800 personnel.

In August 2007, Ms. Lutz joined the career civil service with the Department of the Navy as a CBRN Specialist. She specialized in providing policy, guidance and technical expertise in WMD, CBRN, pandemic planning and consequence management operations. She focused her efforts specifically on managing comprehensive implementation plans, resource management policies, and strategic communications strategies to guide the Navy’s execution of CBRN programs across 70 installations worldwide. In addition, she led efforts to implement novel strategies for the management of pandemic events, including the establishment of an emergency preparedness public awareness campaign.

Prior to joining civil service, Ms. Lutz worked in the private sector providing analytical consulting services across various commands and agencies within the Department of Defense. Her primary areas of expertise included requirements generation planning, defense policy development, and resource management of WMD, CBRN, and force protection programs. Her experiences included working on the Department of Defense’s Installation Protection study and CBRN Installation Protection Program.

Ms. Lutz graduated from Virginia Tech with a BS in biological sciences, concentrated in microbiology and immunology with a minor in chemistry. She continued her education at George Mason University, receiving an MS in biological defense.

In 2002, Ms. Lutz was the recipient of a National Cancer Research Training Award in order to pursue research studies at the U.S. National Cancer Institute.

In 2016, Ms. Lutz graduated from the National War College with an MS in National Security Strategy where she was the recipient of the Navy League’s award for Excellence in Research and Writing. Her graduate research and regional studies focused on violent extremism, fragile states, and international development across the Middle East, North Africa, and sub-Saharan Africa. She was also a National Defense University Combatant Command Scholar, having performed research for the U.S. Strategic Command on deterrence strategies against violent extremist organizations.

Ms. Lutz is a member of the Defense Senior Leader Development Program (DSLDP) Cohort 2015. DSLDP, the Department of Defense’s premier senior executive development program, is designed to develop senior civilian leaders for the complex national security challenges facing joint, interagency, and multinational environments.
