NAVSUPPACT NAPLES VISITOR CONTROL CENTER (PASS AND ID)
 

Pass & ID office is located at the main gate of NAVSUPPACT (NSA) Support Site (Bldg. 2060A), and the main gate of NSA Naples Capodichino (Bldg. 487). 
 
Pass & ID is responsible for Defense Biometrics Identification System (DBIDS) registration, and for the issuance of temporary passes to personnel and vehicles.
 
Normal hours of operation are:
NSA Support Site, Monday-Friday, 0700-2100 and Saturday 0730-1830.
NSA Capodichino, Monday-Friday, 0700-1600. 
 
Contractor and official passes are issued from 0800-1400 at NSA Support Site and 0800-1400 at NSA Capodichino. 
 
Pass & ID at NSA Capodichino and NSA Support Site does not offer full services during Holidays, DONSA, and/or Weekends.

What is DBIDS?
Defense Biometric Identification System (DBIDS) is an integrated Identity Management and Force Protection system developed and operated by the Department of Defense.  DBIDS provides installations with a secure solution to register, manage and control personnel at pertinent levels of physical access.

DBIDS registration is required for all U.S. military personnel, U.S. military visitors, and U.S. military family members who need to access NSA Naples.
All visitors must be registered into DBIDS upon their arrival to NSA Naples. Please be sure to bring a copy of current orders, TAD orders or letter of employment for registration and pass issuance.


Local National Employees and contractors must submit SECNAV Form 5512.1 to the Pass & ID office.  Forms must be approved by the Security Officer prior to issuance of DBIDS credentials.

Monday-Friday 0800-1400 at NSA Capodichino

 

Guest Pass Policy

All sponsors must be registered in DBIDS in order to escort guests. Guests must be escorted and supervised at all times (with the exception of House Guest/Multi-Day Passes).  Sponsors are responsible for their guest's actions while onboard the installation.  One-Day passes are only valid for the installation in which they are issued.

Proper Identification for DBIDS registration

U.S. Citizens (one of the following is REQUIRED)
  1. Social Security Number
  2. Taxpayer ID
  3. Certificate of Naturalization
  4. Passport
Italian Nationals (one of the following is REQUIRED)
  1. Carta d’IdentitĂ 
  2. Passport
  3. Driver’s License
All Other Nationalities (including U.S. Citizens)
  1. Passport with a valid VISA/landing permission
  2. Resident Card with a valid VISA and landing permission
NoteGuests who are processing VISA (pending status) are not authorized to enter base.

NotePer COMNAVREGEURAFCENTINST 5530.1, Citizens of Russia, Belarus, Iran, China, Democratic People’s Republic of Korea, Cuba, Venezuela, Syria, Afghanistan, Pakistan, Somalia, Ukraine are not eligible to receive a One-Day pass without prior arrangements, via submission of a base access request to the Security Officer (SECO) two weeks in advance of the desired access date, for access to NSA Capodichino and NSA Support Site Gricignano.  Guests from the countries listed above are not permitted unescorted access and/or Multi-Day passes.  For the list of requirements to sponsor a person from the Designated Third Country Nationals (DTCN) list, call the Pass & ID office by dialing DSN 314-626-4955 or Comm 081-568-4955 for NSA Capodichino and DSN 314-629-4264 or Comm 081-811-4264 for NSA Support Site.

 

Violation Policy

Guests for U.S. military personnel including retirees and reservists, U.S. DoD civilian employees, U.S. Navy contractors, NATO Command personnel, U.S. Embassy personnel and their family members
All One-Day personal guests are allowed to be escorted 24 hours a day.  Passes issued are only valid for 24 hours from the time of issuance or for the duration of visit, whichever is sooner.

Officers, enlisted personnel in all pay grades, U.S. DoD civilian employees, and U.S. Navy contractors may escort guests onto NSA Naples and its satellites by obtaining a One-Day guest pass.  Sponsors will meet and constantly escort their guests, onto and off the installation.  Local National Contractors and Employees with sponsorship privileges may escort personnel for work related purposes only.

Officers, enlisted personnel in all pay grades, U.S. DoD civilian employees, U.S. Navy contractors and their spouses, in all grades, may obtain a Multi-Day guest pass for visiting family and friends.  A sponsor can receive a Multi-Day pass for Off Base Housing, Base Housing, and the Navy Lodge or NGIS.

Family Member Guest Privileges.  Spouses may act as guests' sponsor and will retain the same guest privileges as their sponsor (same as One-Day Passes).
 
Sponsor MUST be attached to NSA Naples or its tenant commands.  When guests are staying in government housing for more than 72 hours a Multi-Day guest pass is required in accordance with NAVSUPPACTNAPLESINST 5512.5(Series).  Sponsor escorting guests staying at the Navy Lodge or NGIS must present a valid payment receipt in order to obtain an overnight guest pass.  Sponsors must provide proof of guest’s return flight, valid passport and VISA if required.
 
All sponsors will be limited to 90 days of overnights and are not permitted to reside in the barracks.  House Guest Request may be obtained at the Pass & ID office during normal working hours.

Violation of Escort Policy.  Personnel who violate the escort procedures and policies outlined within this instruction will be issued a sponsorship violation letter.  This may result in an immediate loss of escort privileges.  The Commanding Officer (CO) has the authority to suspend or revoke escort privileges at any time.
Personnel found in violation may submit a written request for appeal to the Security Officer via the Pass & ID office.  Recommend appeal be sent to Staff Judge Advocate (SJA) via the Security Officer.  
For the first violation, the issuing authority must issue a 15-day suspension of sponsor privileges.  Notification will include a brief synopsis, the date, the time, and name of issuing authority.
For the second violation, the issuing authority will repeat the same steps as for the first violation, annotating that it is the second offense and issue a 30-day suspension.
For the third violation, an Incident Complaint Report (ICR) must be generated in CLEOC/NJIS.  SJA must issue a permanent suspension of sponsorship privileges.  If it is determined false or misleading information on documents provided by the sponsor, an ICR must be generated.  The sponsor must be advised of their Military Suspect’s Acknowledgment and Waiver of Rights or Civilian Suspect’s Acknowledgment and Waiver of Rights, accordingly.
 
Violations of NSA Naples ID policy include:
a.  Loss of issued passes.
b.  Leaving visitor unattended while on the installation.
c.  Visitor attempting to return pass without sponsor present.
d.  Sponsor attempting to return pass without visitor present.
e.  Taking the cards off the issuing installation.
f.   Not returning cards within the 24-hour limit.
g.  Attempting to provide false or misleading information or documents to gain visitor access.
 

Vehicle Pass Request

Temporary Vehicle Access
All vehicles will be registered into DBIDS.
Pass & ID office may issue a 30-day pass to Local National employees or contractors.  All vehicles must have current registration requirements as per NAVSUPPACTNAPLESINST 11200.2B CH-4.
 
Long-Term Parking

Long-Term Parking (LTP) exceeding 96 hours up to 30 days is allowed when approved by the NSA Naples Pass & ID office via NSA Naples request form 5560/5.  Once approved, LTP is allowed only in the West Parking Garage, Building 430 at NSA Capodichino on top floor or in the basement.  Once the LTP area of 275 spots is full at NSA Capodichino, no more LTP requests will be approved and personnel requesting LTP will be required to park their vehicles on NSA Support Site.  LTP requests greater than 31 days will be forwarded to the Security Officer for review and final approval.  The vehicles will be allowed to park in the parking area adjacent to the Security building.  LTP is authorized for personnel (U.S. Military, Civil Service employees, and U.S. contractors) attached to NSA Naples and associated tenant commands by reason of Temporary Additional Duty/Temporary Duty (TAD/TDY).  U.S. Military and Civilians assigned to Joint Forces Command Naples (JFC) will also be extended the privilege of LTP at NSA Capodichino or NSA Support Site.  Local National Employees of NSA Naples and associated tenant commands may only be authorized LTP for TAD/TDY.
 
LTP requests, along with approved leave request, valid registration, valid insurance and TAD/TDY orders (if required), may be sent to the Pass & ID office via e-mail nsanaplessecpassid@us.navy.mil

Activities desiring base access for individuals or groups making official or courtesy calls who normally do not have base access, will notify the Pass & ID office via email requesting base access letter template.  Once the template is complete and the following information is provided: proof of completed background check, names, date of birth, nationality of the individuals visiting, purpose of the visit, time and date of arrival and anticipated departure, vehicle description, license plate number, name, grade, telephone number and email of the person requesting the letter, a base access letter will be submitted from the Pass & ID office to the Security Officer for approval and signature.  Proof of favorable background check from the country of origin and copy of guest’s ID cards must be submitted along with base access request.
